SKB Pens

This is the only pen I have owned that is suitable for writing technical notes. It has a .5mm point, which allows me to write small details such as subscripts and fractions. It is a ballpoint so it doesn't bleed which is an annoyance I've encountered when writing small details with other pens. It doesn't gum up as my Zebra ballpoints tended to do and so is suitable for drawing diagrams. It can write continuously without drying up and flows well over the paper. Most .5mm pens I've used dry up after writing for a while and are so sharp that they end up scratching the paper.
It's also affordable. Unfortunately, while it only costs $1 a pen there is only one supplier in the US (that I'm aware of) and you have to buy twelve pens at a time.
You can buy it in black, blue, red, purple, or green with a .5mm point. You can also get it in black with a .7mm point.

A cool tool is anything useful that is superior to comparable items. If you think this tool is inferior suggest a better one. Man, I love my 5mm Pilot G2s, but I might just have to give these guys a shot when my pack runs out! Are they cap or click? I can't really tell from the product shot...

Pilot Easytouch Fine. It clicks and has those rubber finger deals. Great.

Another great cheap pen is the Pilot Varsity fountain pen. For about $1.50, it's technically disposable, but refilling is not terribly hard. The ink flows beautifully and it's a great introduction to fountain pens.

I sell pens, and I have never seen a pen with a more loyal following than the Pilot G-2. I've heard stories from clients of people virtually fighting over them, stealing them from one another, and more. Personally, I've found one that I like better than the G-2 in the Uni-Ball Jetstream or Jetstream Sport. It's a very well made retractable pen that writes smoothly, solidly, and doesn't bleed or gum up. It dries fast, and the ink is water resistant. Not as inexpensive as these pens, but a great pen.

I fell in love with the Pilot G-Tec-C.
With its incredible---get this----.25 mm point! They also have a .3mm point, and maybe larger ones. Available in red, black, or blue (maybe other colors, too) from Jet Pens (search the Web) for $3 each. Kind of expensive, but half the price I paid in France for the first one I discovered.
You get a nice "scratch" as you write with these, kind of like a good fine point fountain pen.

I haven't found a nicer inexpensive pen than the Pilot P-500 .5mm cap. Office depot lists them for $1.07. I like the Pilot G2 .7mm but it's not fine enough and I've never found a G2 .5mm locally. Never had a Pilot dry up, every Uniball I've had dried up or skipped with plenty of ink left.

There has been a revolution in disposable pens, at least the ones made in Japan. Maybe you should visit Jet Pens and see what the 21st century pen cults write with.

I like the Zebra Z-300 Compact.

I've become devoted to the Zebra F-701. 0.5mm smooth line, stainless steel barrel with a knurled part (which is more comfortable than the rubber ones for me), and best of all a nice heft. The problem with the Pilot-G2 and others is that they are too light -- writing is actually easier and faster with a slightly heavier (and balanced) pen. The 701s are hard to find though, and cost ~$4 each.
