Actually, the fastest way to remove CD shrink wrap is free. Place the edge of the CD on the end of a laminate counter top. The edge of the counter top should have two pieces of laminate meeting at 90 degrees for a sharper edge. (A rounded post formed end will not do.) Press firmly and slide the length of CD over the end of the counter top at a 45 degree angle and it will quickly and neatly open your CD or DVD in one swipe. (A DVD worked best if it is in a plastic case and you slide the short end of the DVD over the counter top.)
Anyone who has worked at a record store should know this trick.

Why do you need a tool? I force my thumbnail between the body of the case and the lid and slide it the length of the slot (and no, I don't have talons). Nine times out of ten that suffices to slit the shrink wrap. What I have a harder time with is getting the adhesive label off that cover the sides of the jewel case.
